Prism of Belief Diamond (Skeletal Sniper) not working

I bought Prism of Belief Diamond (+3 Skeletal Sniper Skill) for 12 divine orbs today, and found out that it does not work. I have just wasted a lot of my currencies on something that does not work. If this bug is already acknowledged, there should be a notification for all players. Also, why are there 2 types of this item in the trade sites? They are very confusing for players.

" The cheap price is the bugged version, the expensive one is the one that works. I have a +3 in standard league that works and I checked out which one it lists at (the more expensive option) Hoping they fix this and merge the two item ids because it's buggy for sure |

If that so, why do they allow the bugged ones to go on trade? People are going to waste 10-15 dv for an unusable item. This is like GGG allowing scam to go on. There is no notification for players and people are going to fall for it. This is so ignorant for GGG.

This is a very serious bug that affects career balance, as it does not work even in permanent servers

I got a bugged one, wasting 18D. Hope they will fix it soon. Is it just for sniper or for others too?
