Any operation causes network speed to soar

In the game, the network delay is 20ms without any operation, and it instantly soars to 200-300ms when any operation is performed.
This problem occurs on my laptop, but my desktop computer does not have this problem under the same network environment. Why is it? The desktop computer has been used for 6 years, and the laptop was just bought not long ago.
