Chaos Inoculation & Mana Recovery Bug

I am having an issue with when I select and equip the Chaos Inoculation keystone my mana recovery is set to 0.1 even with passives such as Insightfullness. And I don't have any passives that decrease my mana recovery. As far as I am aware this shouldn't be happening seeing how mana recovery is determined by max mana and not max life.

If you're a Lich and take the Soulless Form ascendancy, you do not regenerate Mana based on Max Mana. You instead regenerate Mana based on Max Life.

Yup, that was it. I forgot about that.
