Xbox series X + keyboard PoE2

Hello, I just got new keyboard hooked up to my xbox series x and it can send messages in game but only to local chat. it seems to default to local and I cant seem to find out how to change the chat to global with the keyboard. I can how ever change it using my controller but when I type message and send it, it still defaults to local chat when message is sent.
