NPCs we already encountered 'not' able to be added to Guild Hideout or regular Hideout (screenshots)

Even after putting certain NPCs away, I still cannot add the others. So there being an NPC 'limit' is not the problem.

I have also not been able to add 'The Hooded One' even before encountering 'Doryani' who offers to same service to Identify items. Both NPCs should be able to be added to our Guild Hideouts or regular Hideouts.

Note: I still cannot add 'The Hooded One' here in spite showing up as being available to place. The other NPCs are still in red in spite being encountered.
