Atlas map cannot be progressed

After clearing a map on the atlas map or when I open the map device, the entire map becomes shrouded in fog and I can't proceed.
After a while the fog clears in places, but areas I thought I'd cleared remain incomplete, so I can't proceed any further.
I also tried resetting the atlas map, but I get the message "You may not be able to reset the atlas map while there are maps available" and I can't reset it.

Please let me know if there's a way to fix this.

How long will you leave it as a bug for almost a month? If you don't have the technical skills, at least release the reset command so that it works.
