Menu stuck on bottom of screen on console

Dear god please tell me how to get that bar that says send and has the recent msg scroll options, of edit hide out on the bottom of the sceeen. It’s to the point it’s mocking me because every now and then it’s not there but it’s there 95% of the time. Please help! Here’s some pictures I put on Reddit asking about this also.
