Question about Leopold's Applause and "ignore non-negative resistances"

So if I have Leopold's Applause and Sunder my Enemies from the Invoker tree, or Heavy Frost and crit/hit a frozen enemy, will I be hitting the enemy for flat +10% more elemental damage without any other investment? Or the order of effects would render the gloves useless on enemies with more resist?

Idk where that 10% come from.

Gloves allow you to penetrate resistance below 0%, down to -50%.

That ascendancy or notable passive make you ignore non-negative resistances. You just ignore resistances if they above 0%, you not change enemy resistance to 0%, it still stays same, which means you still need same amount of penetration for those gloves regardless if you use that ascendancy or passive.

So if you want to use gloves and get 125% penetration, that ascendancy and notable passives are pointless.

The unique has that 10% ele pen, that's where it's coming from.
But I see... that really would be too good to be true
