my map is always graying out

Once I've finished a map, I'm back on the map device to start the next map. The whole Atlas is ununlocked, and I can't choose a new map. After waiting for a while, I can re-select the map, but it will be the same when it comes out. And the map I completed will also show an incomplete status.
