Concentrated effect + Storm Lance?

So I'm wondering if its a visual bug with the interaction between these gems.

Concentrated effect is supposed to work on area skills (which storm lance is tagged as) but there is no visible change to tooltip when the support is slotted in.

Was it just unintended to let Conc Effect be slotted in? Is it a visual bug?

Do other area damage modifiers affect Storm Lance? I tried it a bit and it doesn't look like the skill deals area damage. It fires small chain lightnings within a radius where the lance lodged. That's why Storm Lance has AoE tag.
