Blink + seismic cry mobility bug

#How to reproduce
Blink then immediately seismic cry once.

#Observed behavior
Stuck in slow "while casting" movement speed, until casting any skill.

#Expected behavior
Returns to normal movement speed after seismic cry cast is over.
