Console Cannot use 2 companions at once

Recently got up to use the armour that says i can have 2 companions at once, i play on xbox and i cannot get it to let me have 2 companions while the armor is equipped, ive tried restarting the game, unequiping and reequiping not only the companion gems, but anything that uses spirit, and i cannot get it to work.

But lo and behold my partner can use the skill no issue, also on the xbox series X. Anyone know of a fix for xbox for this?
