Invisible buff effect stopped working on wind dancer

The invisible buff effect for wind dancer was working fine and I was so happy since it helps with fps performance, but now it stopped working. It was on my SSF Ranger, I went to my Standard Monk and equipped it on him (I got the prompt that it was equipped on another character and accepted) and now it doesn't work even when I put it back on Ranger. I checked if it was active multiple times on multiple characters and it just doesn't work anymore.

I am also experiencing this on PC
