Crossbow reload when weapon swapping

I am using explosive shot on 1 crossbow and shockburst rounds on the other, for some reason, whenever i shoot with the explosive shot crossbow and then try to shoot with the shockburst rounds crossbow my character will first reload and shoot another explosive shot before finally swapping weapons, wasting about half the duration of the shock i place on the enemy for the shockburst rounds.
