DEVASTATE BUG-BREAKS THE BUILD NEED FIX

I am playing Kitava Smith Warrior with Devastate support on Stampede and damage focused on Break Armor. Devastate 1/3 times doesnt break armour as it should be. Previous season, it worked perfectly. Now it doesnt. Please fix this bug. Kinda ruin my build
