No guaranteed waystone drop

Cleared a map (Augury, lvl 73, tier 9 waystone, no extra content).
Killed all rares. No waystones dropped.

Have "35% increased waystones found in the area" and "10% increased quantity of waystones dropped by map bosses in area" as relevant mods.

This has happened twice to me in tier 15 maps.

Nevermind, just reread this in the patch notes:

Final Map Bosses and the final naturally-occurring Rare Monsters in Tier 1 maps have a 100% chance to drop a waystone. This chance scales down as you get into higher Map Tiers
