Reduce the movement speed penalty of using bucklers.

It makes sense that using the raise shield skill on a large shield makes you walk slowly. It doesn't make sense for a lightweight buckler that is meant to parry. Dex characters are meant to keep moving, spear skills are about going in and out of enemy range. Slow parry movement clashes with this vision. Yes, there are passive nodes to do this, but it should already be part of the basic kit, and even more. Even as minimal as 25% reduced movement speed only.

Yeah that'd make sense AND give buckles some actual use. Currently people just opt for good old shield for their better stats, higher block chance, ability to block projectiles with active blocking, and utility like shield charge. They're just better across the board except for parry which nobody uses anyway, and even if GGG somehow fixed parry, it'd still not be enough.

" I also traded early for a shield for those reasons. Also the bleed spear skills don't really have a use for either parry charges or frenzy charges, so that wasn't much of a loss. If they either added charge functionality or added more bleed skills at high gem levels that would give it more reason to use bucklers. The high level skills are notably absent of bleed options. Impatience is insatiable.
