Decaying Hex Support + Hex Bloom / Blasphemy

Still looking for clarification on these interactions or a bug fix. Neither Hex Bloom or Blasphemy seem to apply Decaying Hex. Is this intended? If it is, can the wording be changed?

If not, can this be fixed? This was the most interesting combo to me since before POE2 launched and I'd really like to try it.
