Atlas tree buffs to strongboxes

I have no exact proof but im wondering whats going on.
So early endgame I found unique strongboxes maybe like 1 out of 10 maps which is nice.
Now I've been grinding endgame with fully juiced atlas with all the strongbox nodes and I have not seen a single unique strongbox for atleast 100 maps t15/16 maps and I do clear pretty much all maps just like before the rares show on minimap change.

Same kind of story is with rogue exiles. I tried playing with all atlas points there, and I did not receive a single unique item from them.

Same, when I spec strongboxes I can't find any unique one when I unspec it, I found some again, something is definitely not working as intended.
