Omens don't work more eften than they do

I'm using Omen of Resurgence and Omen of Amelioration in my inventory and I die on maps and they don't protect me. Neither one of them consumes. I have them right-clicked and ready but I can die and they are still active in my inventory. First of all i'm dead, second I lose all exp without protection.

Bug? rather not working as intended
