Does elemental ground stack with elemental exposure?

It seems like when enemies are on shocked ground (or a whirlwind with its effect), it has the same debuff icon as exposure. Is this a bug or intended? If intended, is there an in-game reference I can look at that reminds me they apply the same debuff? (it helps me remember/remind myself)

Shocked ground applies Shock, exposure is a debuff that reduces resistance.
