What is the monster's minimum resistance?

You can only bring monsters resistance to 0% or their armour to 0. I do believe that some items (Unique) can break that rule for resistance. For Armour, Warbringer Ascendancy can do it.

Yes. But exposure and curse will have no effect with Doryani.

Curse + Exposure can bring an enemy's resistances to below 0%. Penetration cannot affect an enemy that has 0 or lower resistances. So assuming there is no hard cap, you should be able to lower it.

Negative cap in poe2 is -200% as well
