Whispers of Doom + Impending Doom

Question for the more experienced/higher level people that play witch.

Will the passives that give "% faster Curse Activation" from the Impending Doom passive loop apply before the Keystone Passive Whispers of Doom?

If it applies before then the Delay will be .9 seconds, if it applies after it will be 2.1 seconds. Just wanted to know if anyone could clarify which is applied first in calculations.
