Supporting Fire Tactician skill.

In some zones I use it once and then I cannot use it again. Not sure why? It happens in almost every single zone. Not sure if it is a bug or intended. It comes off of cooldown and then is just greyed out and cannot be used again.

More detailed info. So I used the skill, a small white circle showed up where the skill was supposed to target. The skill never goes off and then locks the skill. If I go back to town and come back it resets the skill to work again until it bugs out.
