No citadels

I have played over 200hrs and still not manage to find single citadel. dont know if its bugged or what. i have spend hours for searching the citadel "light" trought fog, but not found any. please make atlas reset. dont even care if it cost 5mil cold, or you lose all your atlas quest points. I JUST WANT TO KILL CITADEL BOSSES, so my ocd mind can get a rest.
