Failed citadels should regenerate after a few days

The atlas is pretty big, and citadels are more numerous than they were at the beginning of the EA, but failing one, particularly before the boss, can be really painful. (especially if you carefully setup towers)

While it would be nice for citadels to have additional attempts, similar to pinnacle bosses, a different mechanic might be better. Rather than immediately allow someone to make additional attempts, allow the citadel to regenerate slowly over the course of a few days to a week.

Progress should be visible when mousing-over the node, displaying the number of hours until it can be tackled again. Once the node becomes available, the light beam should appear again, and perhaps work like the Burning Monolith, where there is an icon at the edge of our screen which can be clicked to jump to it.

Subsequent failures should result in a slightly longer delay, but nothing too punishing. This approach would balance player fun with failure consequences.
