Currency Exchange should be unlocked account-wide

The currency exchange should be unlocked account-wide for the current season upon unlocking, like the crafting or reforging benches

Currently if I want to use the exchange on a new character, I will switch to my old character, make the exchange, put the goods in the shared stash, and switch to my new character. Players would benefit from the removal of these unnecessary extra steps.
