Clarity and Arcane surge needs boost

Clarity needs to be boosted heavily, currently the effect is on mana regen is very low, almost not noticeable. Arcane surge also doesn't add much, just enough for the extra cast speed. My mana cost per second is over 770 while regen at 470. Yes I can use mana flasks, but playing chrono and need to cast hexblast nonstop while monster is in time freeze and my mana is low like after 10s, have to wait for refill even when using flask nonstop.

With the amount of mana regen on the tree and on gear available, it's not a concern. There's also other method like recover % on kill jewel or recover on kill stat on gear.
