Seriously bad network spikes

Is anyone else getting ridiculous network spikes making it unplayable. goes from 10ms to over 300ms in matter of a second. my PC and home network are all running great its just the network in game making me think its server side.

I do get them and it's not client-side.

Physical Location: Western USA

CA is my best ping-realm but TX and DC I've also tried and experienced huge spikes in certain maps, off the top of my head, Atlas "pyramid" towers come to mind. There are others, but I haven't taken note.

When that happens, simply change server.
