Allow upgrading normal->advanced->expert

I sometimes find advanced items with great modifiers, but can't use them in endgame. Could it be possible to upgrade those items into expert base? Like cube formula in Diablo 2.

Diablo 2 solution is perfect in its simplicity. It gives a second life to many many unique items.

I would like to upgrade Oaksworn from Normal to Expert tier.

BTW. Have no idea why NO ONE including blizzard replicated D2 rune system. It is still alive for 25 years just because of that.

Especially with current selection of uniques, upgrading the base would be awesome.

True, some of the uniques look good, but the base damage is so low, that there is no way anyone would use it...
Moreover, there are some unique items, that desperately lack +% damage mods on them. Similar to armors. Amulets and other similar staff are fine, though.

How it destroyed when it is basically that very deterministic crafting everybody here yearns for.
