Is the servers down?

I happened last night, the game just ended.
I have regained licenses, i deleted the game and reinstalled. Same issue.
It goes through the opening intro cut scene after starting the game, and the grinding gears appear, and nothing more.

this isn't a GGG problem, PSN network is down atm and has been for 11 hours
