roll says t5 then rolls lower

i get a tier 5 item drop then when i identify it i get lower than t5 rolls has happened multiple times now. is this a bug or supposed to happen like one part of it is only a t5 roll.

Tier 5 items roll higher but they don't necessarily only roll t5 mods or above. That's not how it works, because the tier range of each mod is totally different and kind of meaningless (thus why people have been complaining about the new system as well).
