Quick fix for crafting until it can be properly addressed.

So crafting at the moment is in a terrible state. My suggestion should be easy to enact on.

1)increase the drop rate of Chaos orbs to equal Exalted orbs.

2)Item tier modifiers are linked to level of item. You cannot roll below a certain tier affix.

Since item modifiers are currently already weighted and Chaos orbs are still a gamble on what gets removed and what gets added. At least we can feel like we have hope on achieving a good outcome.

Just a thought.
