BUGreport for Prism of Belief

Prism of Belief with +3 to Level of all Skeletal Frost Mage Skills does not work..
i got 37lv of Skeletal Frost Mage but when i use this Prism of Belief the level of th gem change to 40 but Minion's life and damage don't have any change. also +1 to Level of all Skeletal Frost Mage Skills have the same bug.when i ues +1 prism nothing else has changed except the level to 38.

Same for Prism of belief diamond +1 to level of all skeletal reaver skills. Has no effect.

It works after changing location.
