Wanted to make a Lightning Warp Witch

I dont care about the traditionnal teleporting factor
the prob is that its Downside over downside over downside, they are too affraid it can be OP that instead of balancing it they nerf it to the ground

It DECREASES the time between cast and teleport... More movement speed = faster teleports.
