Ziggurat Refuge needs to be under "endgame" section of waypoint

Currently, the Ziggurat Refuge is under Act 3. It should be under "Endgame". People who have finished the acts have no reason to expect it to be in the Act 3 tab. They expect it to be in the new "endgame" tab. Since, y'know, they are finished with Act 3.

It took me an awful long time to figure out how to get back to the Ziggurat Refuge after leaving it. Other players I talked to also expressed confusion about this when first trying to figure it out.
