New Character not getting portal skill(Xbox)

I have created a new character and I’m currently level 10 and have not gotten the portal option to bind on my skill bar. My other characters got the portal all at the same time once leaving the first town at level 3.I have already checked my second bar and do not see it. Not sure if this is a common issue but thought I should bring it up.
