Shockburst Rounds - Electrocution

Using Kitoko's Current gloves should, according to the interface, allow Shockburst Rounds to electrocute enemies. In the skill panel, it mentions that it contributes to electrocution (even though it cannot shock). Hitting enemies with the rounds neither shocks nor contributes to electrocution

My understanding is that the Payoff tag prevents it from applying any lightning based status.
