Oswald unavailable to buy quest items in Act 3 Cruel after you get to the refuge

Once you complete Act 3 in Cruel difficulty, and the last town you have is the Ziggurat Refuge, Oswald is no longer present. You cannot access the "Present" version of the ziggurat town, and there are no NPCs at all in the "Past" one. Oswald is not included amongst the NPCs who are at the final refuge.

If you have any of the quest item idols and such from Aggorat you cannot get rid of them easily because no one else will buy them and Oswald is not present. This is rather inconvenient because these are quest items that cannot be dropped from your inventory. I ended up with three of these items using up precious space after I returned to Aggorat to complete the Sacrificial Heart quest after I had already defeated Doryani.

As a workaround, I was able to use a portal back to the Normal Act 3 Ziggurat camp and that version of Oswald took these items off my hands. It does seem kind of silly that I would have to do that though. Perhaps Oswald needs to be added to the refuge or allow other NPCs to buy these items from you. Now that I think of it, I seem to recall that other NPCs could buy them in the normal act 3 town, they just don't do it on cruel at the refuge.

I just had to go through the Jungle Ruins and find the entrance to the "Present" Ziggurat Camp to sell two idols. The idols can't be stashed either which is annoying.

Petition to get Oswald incorporated after you get to the Refuge.

Move the ziggurat refuge to Endgame tab, and let us teleport to Ziggurat camp (present)

My workaround was to go back to the map in act 3 and drop the quest items
