Shard Scavenger buff

Please help me understand the word "Consuming" with this buff.

As you cannot place it in the action bar, is it consuming automatically? And when, on kills?

consuming means using a skill that uses up a debuff on the enemy to do more damage, like fragmentation rounds removing the freeze effect on an enemy to do 300% damage.

I wish we could see all support effects that work on a skill rather than specific and all freaking all support gems. This is the most annoying spirit gem to find a support gem for. Almost nothing outside recommended works on it. I've cut so many gems to try and find a useful support gem for this for my armor break build. In the end i decided to drop it all together. Will try again when i get more spirit. Not to mention you need to be on the clip that helps you break armour and there is a support skill that does what this passive does you can put on that skill, and without cooldown.
