Rage Support-Rage on melee hit bug

I have Rage support socketed into armour breaker. I get 3 rage on hit with it. When I take Rage on Hit from the passive tree, I only get 1 rage on hit instead of the 4 rage I figured I would get. Refunded the passive and it went back up to 3 per hit.

Not sure if this bug ever got fixed, but its still present in Dawn of the Hunt. If I use a jewel with gain 1 rage on hit, and a skill with the support to gain 3, I only gain 1 on hit instead of the expected 4.
I'm experiencing the same issue as mentioned above when I socket the Rage support gem on my Rake Skill while playing on the Huntress.

While I have the support gem socketed on my Rake skill and also wearing Horns of Bynden Rusted Greathelm unique I am only getting 1 stack of Rage per melee hit instead of 4. When I unequip them unique then I get the 3 stacks of rage per melee hit from the support gem like I'm supposed to.

Same problem with Rage support on Rolling Slam: I have 6 rage on hit from jewels and with the 3 rage from the support, I should get 9 rage per hit, as mentioned in the tooltip. But it's inconsistent. Sometimes I get 9 rage per hit, but most times I get 6. I remember it was the same when I played with Stampede in Season 1. Take note, that both skills hit twice. Maybe it's an issue with skills that hit multiple times, because when I used rage support on the basic attack, I got 9 rage per hit as I should.
Same problem with quarterstaff skills such as wind blast and whirling strike. It looks like the support gem is overridden by jewels, and the jewels are overridden by the passive tree rage on hit nodes.
Im getting a similar bug. Rage support gem grants 3 rage on hit until I equip horn of bynden greathelm and then it grants only 1 rage on hit.
