This sounds like the long-standing "storage bug", which can affect the map reveal and also custom loot filters.

AFAIK, the only real solution is to delete the game and reinstall it.

I'm actually reinstalling it myself right now, which really sucks, because it's up to 47GB, so it takes hours.

This is the 2nd time I've had to reinstall due to this bug this league (i.e. in the past 3 weeks).

It strikes primarily after you accumulate a large number of play-hours and/or after a large patch.

But with each reinstall your "DC history" resets and you have to DC to each mob and ability again...
