Can't switch to Empowered Reroll at Recruitment Master Raulf

So i leveled recruitment to Level 11 and have the Options to swap to the empowered rerolls by pressing R1, this is currently not possible, if im pressing R1 it dont swap to empowered

nvm - the costs are 20k gold, there was no explanation or help for this to actually see the costs.
