Automation not Procing

I'm on standard on my Mana guardian with 1,300 unreserved Mana. I have a Level 1 Qual 20 Automation linked to a Level 1 qual 20 Molten shell and it won't proc. I've waited 5 minutes and it won't go off. It just stays grey.
