How do you link account to pob

I'm on xbox and have the private profile unchecked but in pob it says my account is set to private profile how can I fix this

You login to the this webpage using the Xbox link to the right of the "normal" login box of this web site.
Then you go here -->
https://www.pathofexile.com/my-account/privacy

Sometimes there is a problem with this, so try to set everything and click "update", then remove everything and click update.

In PoB you should now be able to import your char if you type the correct account name and select xbox.
