Firestorm targeting

Anybody else notice that there's something off about firestorms targeting of npcs at close range? Can't quite put my finger on what it is, but it seems to work sometimes and just bombard ten yards from where your telling it to the rest.

Just dawned on me while I was running around what's making it seem so janky. It literally will not strike near anything around a chest or boulder. Really seems to interfere with it terribly.
