1h Shield builds

Hi All

Just getting back into the game after a very long time off. Are 1h shield builds still obsolete due to dual wielding being so superior?

Was going to make a max block gladiator but searching online all I can see is max block dual weild builds which would clearly have much higher dps and similar defenses so figured there was no point, but just wanted to check.
