You dont want to trust me, but you can hold L3 to show every thing.
The loot filter is only properly optimized for endgame. The last thing i want is to hold down L3 every time loot drops, combine that with the extremely small text for hidden loot, it becomes a pain to find upgrades. i would much rather sought through the junk myself

the default loot filter, or the NS0 or NS1 is actually designed for low level play. NS3 (strict) and higher are the ones designed and optimized around endgame. Yes you need to lower the filter to NS1 on a fresh character or miss everything if your set higher from a main character (character specific settings when??)

The stuff that is hidden is junk and shouldn't be looked at even low level, and i'm actually recalling them discussing loot changes for 4.0 to simply just remove all the trash that no one ever should look at anyways

Have you actually checked if it's not hiding upgrades or are you just going by what they say? Because when i checked it was hiding 3 link ilvl 31 items when i was using a ilvl 5 item, and 4 socket gear when i was still on 3.

I haven't set it high, and i can't set it lower

My conclusion from observing my own looting is that the Loot Filter varies its behaviour by the Area Level. I'm pretty sure that it does not use any knowledge of the gear that your Character is currently using. (For example, in lower level areas the NS2 filter will show all Flasks with Quality but in higher level areas, it starts to hide the more basic types.)

On Xbox at least, I have found the Default filter uses a larger font when you temporarily disable it (so if you can stand the clutter, you have a better chance to be able to read what is there).

As always, I include my plug for "please make L3 a toggle rather than a hold down".
