Insane performance issues using Whispering Ice

My PC is perfectly fine with every other skill I've played.
I have a fiber internet connection that basically never has packet loss.

Is this skill just an overseen relic when it comes to performance or what's going on ?

For non-devs:
If anyone's playing this build (selfcast, spell cascade, unleash), please enlighten me as to how this has been performing for you.

Going to have to put this character down until something happens :(
