Tiny Crafting Bench Chaos orb Only Unusable Currency

So I have gotten the Tiny crafting bench option that gives an alchemy orb, 200 chaos, a few exalts and more currency twice now. Both times I have used the alchemy orb on the item then wanted to chaos spam the item a bit before slamming it with exalts. Every time I try and use chaos on the rare item it says "Item cannot apply to target item". Since the chaos do not work the only option I have is to use the exalts on a poorly rolled item. I even tried to use the chaos after the use of another orb other than the alchemy orb, but it still says "Item cannot apply to the target item, almost as if it sees the item as still normal or magic.

It shows in the image the steps I took while crafting, there are 7 lines of "Item cannot apply to target item", which was me trying to use the chaos. Then 3 lines of "Item has no space for more Mods", which was me exalt spamming the item. Then finally I tried to use chaos again and got "Item cannot apply to the target item".

I have also gotten the crafting bench with a stack of 200 Alteration orbs, to which it does the same thing. I can use the Transmutation orb on said item, but cannot use alterations, but I can still regal the item. So it seems like the only problem lies with the stack of 200 currency, but only for certain people.
